Toward a more holistic and adaptive treatment of BPA transmission rights in Northwest utility planning and procurement processes
The practice of requiring long-term firm point-to-point transmission rights for new generators in the Pacific Northwest traditionally supported reliability for utilities that rely on BPA transmission, but has not adapted well to an environment with increasing penetrations of renewable resources. This paper describes reforms to planning and procurement processes Northwest utilities could pursue to make better use of the existing transmission system and their portfolios of BPA transmission rights. The reforms include adopting more granular transmission constraints in IRPs, loosening transmission requirements in RFPs, and adopting a more flexible approach to identifying and pursuing incremental transmission that supports reliable load service while prioritizing affordability.
